If you have Adobe Photoshop, probably from at least Version 6.0 on, just choose the Crop tool and in the options bar at the top, enter 4 for the width and 3 for the height and then draw it out over your photo. You can then drag it out to whatever size you want and the ratio will always be 4:3. In addition, you can use the arrow keys to move the dotted lines that outline the cropped version to anyplace over the original photo, and thus you can see just what is being shaved off because the area to be shaved off is shown in a much darker tone than the part that will remain.
