Getting really good pictures of rain or snow is difficult.  It is usually a better photo if you wait for the snow to stop and catch it while it is sticking to trees, fences, etc.

You probably got the effect you were going for -- blurred snow -- but a faster shutter speed to minimize blur might have worked better, or not.  Sometimes you have to try it both ways and pick the more pleasing result.
