Check out Popular Photography, Outdoor Photographer, Shutterbug, and Photoshop if you're into editing techniques. All of them have a website but I don't know about Ipad apps or downloadable mags online.

Professional photographer magazine is a magazine I was introduced through my ppa subscription. You can also get the physical magazine or download the issues for $20 a year or $29 for both...  The downloadable version you can go back through the last 3yrs. worth of issues as well.... I like PPM because it has tips, techniques, info on equipment, stories from other photographers, vendors and so on.

Not sure if they are available outside of the US, but most of the content is available online...
