They are well done, with careful photography to maximize the effect, but they are .gif files which have been around for a long time... According to Wikipedia, it was introduced by CompuServe in 1987.

 

My favourite of the ones you pointed to is the rain at night.

You're right GIFs are nothing new. But your typical gif is an actual video with all the elements in motion. In these GIFs the motion is selective. Sort of like spot-color in a photograph, you could call this spot-motion in a GIF
