What's this effect?

I'm not really sure how to explain it. It doesn't look like the photo's uploaded here, it looks.. I'm not sure :P
It;s obviously darker than most photo's but..
If anyone knows what it's called or can tell me how to do it, that'd be awesome
Although, it's probably just lowering the brightness :P

I'm not sure what it is I'm supposed to see. I do like your style. It has a freshness and uniqueness that I don't see often.

Clearly you are your own person. I would encourage you to continue in the strongest possible terms.

You can see from the data flickr provides ( http://www.flickr.com/photos/lissyl/4552763698/meta/ ) that it was taken at -1/3 EV with the lens wide open at 1/2000 sec. It was processed with Elements 6, though it does not say how much.
