Any where you will not be interrupted by the police. As you should know London is a high risk for terrorism and the police stop anyone with a camera.
It really depends on what you are after but Southbank from Westminster to Tower Bridge is great, Battersea Power Station and Park, Chelsea there are so many places it really depands on what you want to take pictures of. Tonight is a full moon.
Totally agree about the South Bank - cross Westminster Bridge heading away from Big Ben, turn left/west and take a leisurely stroll down to London Bridge
There's always something going on and loads of interesting characters. There's a skate park with loads of graffitti for atmospheric/action shots. Odd bit of parkour if you're lucky. Street/hip hop dance groups. Heinous living statues, avoid like the plague. Tourists. There's the Tate Modern (turbine hall always interesting and free). Further down towards (but before) Ldn Bridge are converted warehouses - colourful and great arhitecture esp the overhead walkways
Speakers corner? Never tried it before but off there tomorrow. On every Sunday
Key part for me is "Officers have the power to stop and search a person who they reasonably suspect to be a terrorist". If they stop you, ask them in a genial manner what they suspect you of and on what grounds.

I will start on photographers are terrorists. I know the guidelines and it is a sad fact the police do not follow the advice, even the City Police want all photographers to carry ID, so they can be checked>
