hi... when using lightroom, simply highlight the pictures that you want to "shrink" in your library... then click on "export"... you'll notice when you do this, that you'll have the option to change your filesize... typically, i find that 80% usually works, but if not you can go lower than that... then simply export to your harddrive... i usually send mine to "my pictures"... when the process is complete, you have your pics at a much smaller size - ready for emailing... hope that explains it... if not, feel free to message me anytime you like... good luck! :)
It's pretty straight forward. With the pictures selected click Export. In the dropdown at the top of the export window select hard drive. In the file settings section there is a setting "Limit File Size To". It's keyed to KB so you would want to enter 30000 to get 30 MB. Good luck.
"I'm not sure if I can help, but I used the 'image' button. It is the second from the left in the Rely Toolbar. There you have an option of taking the photo off your computer or from a URL.
