I wonder how to create such a motion blur on the background with the model in focus?

My guess is the background is created from the bokeh (blur/out of focus) of the lens by using a long-range zoom such as a 70-200 and an open aperture such as f/2.8 which blurs the background, with the focus on the subject at 200 mm and there is a big separation between the subject and the backround.. all these factors will create that creamy blurred background effect..

But this background looks like to be in motion... will this effect be also created with your method?
I reckon this is created using Photoshop and you've used 2 photos to create this and you've used a smudge tool on the background.
Thanx, but unfortunately, I'm not an author of his photo. I've also thought that it could be created in Photoshop. Thanx once more for your variant!
I like this picture, and I'd have to say it was photoshopped.
However, I would suggest asking the author of the photo.
They would know best.
