There is no EXIF data but the exposure was probably fairly short based on the light trails.  Or, traffic was not very heavy, or both.  If the air is clear, a longer exposure to capture more lights in either direction might offer better results.  You might need a neutral density filter depending upon how bright the street lamps are.  You could expose it more, until the rest of the scene is another stop or two brighter.  Picking a time that is dark but still has a lot of traffic would increase the light trails.
