How can I make pictures like the one below using a Nikon D3100?

This is not the greatest picture to use as an example, but I was wondering if anyone had tips or techniques on how to capture a picture like so with iso, shutter speed or aperture.

Can someone help give me tips on taking night pictures with the Nikon D3100?

I recently recieved the Nikon D3100 and i am having trouble taking even a decent night photo, can anyone help me out?
