Slow Shutter speed in daylight

Any advice would be appreciated on this, I tried to take a picture of the sea using a slow shutter Speed to give a blurred effect to the water but my pics were all over exposed, I tried to use a smaller aperture and reduced the ISO to 100 but I was unable to take a picture. Camera: Canon 40D lense was just the Kit Lense 17-85. Do I need to use an ND filter?
